Did Duterte supporters really think the TIME "strongman" article was really meant to be a compliment?

Very likely not. But some Yellowtards would like to think supporters of Philippine President Rodrigo Duterte are really that stupid as to believe that TIME Magazine would actually publish anything such.

One such Yellowtard is Jover Laurio who recently wrote how "Die-hard Duterte Supporters" (DDS) did not "get" that TIME article and proceeds to explain...

Ibig sabihin yun ang tingin sa kanya ng TIME magazine, isang diktador na leader. Ngayon, proud pa din ba kayo?

[Translated: "It means, TIME sees Duterte as a dictatorial leader. So are you all still proud."]

I think Duterte supporters actually are aware that the TIME article was meant to be a hostile one against the Duterte admin and sympathetic to the whiny outrage fads of the Philippine Opposition who say "strongman" as if being one such leader is necessarily a bad thing.
