Why do Pinoys say "it's traffic" when they mean "traffic is heavy"?

Another one of those Filipinoisms. When we say "it's traffic" it begs the question: What about it? Which I suppose would be answered with "it's heavy".

Oh I see. So maybe we should've said "traffic is heavy" and saved us a bit of head scratching.
