Day 2: Senate hearing backfires against a rattled Senator Leila de Lima!

Just watched Day 2 of Senate hearing. Tables were turned once again on De Lima, without any effort it seems from the PNP or Duterte's senate allies. This must really be karma at work, or Duterte's magic is really strong.

De Lima opened the session by saying she had asked ABS-CBN, Inquirer, and GMA 7 to submit their "kill list" databases and methodology for compiling the lists. However, only GMA 7 submitted. Strange. If those lists were being prepared properly, shouldn't these media groups have their databases and methodology on hand at any time? Or were those lists haphazardly done?

Sandra Cam showed up in the middle of the hearing and sat directly behind De Lima. But Cam disappeared after a while, so viewers were not treated to scratching and hair-pulling.

A group of women wearing dark glasses, masks, and headscarfs sat in a row on one area–I don't know why De Lima made them dress like jihadist terrorists, but they were her witnesses.

(No offense meant to the witnesses. I sympathize with their plight. But one senator also commented that medyo O.A. ang level ng disguise. Parang ginawa for dramatic effect.)

So, how did the senators fare on Day 2? The behavior of each was quite revealing.

Drilon, for example, has been lying low since his relative in Iloilo (Mabilog) landed on Duterte's narco-list. But this time, he went on the offensive and tried to trip PNP General Bato when Bato presented the breakdown of unexplained deaths. Drilon was smirking when he pointed out that the figure Bato showed yesterday was about 200+ lower than the number he showed today. But Bato just explained that the number has gone up because the data was updated and operations are continuing even while the senate hearings are going on. The yellow media are now feasting on this tidbit ("200+ deaths in 24 hours!"), but from the comments on the livestream, most viewers think Drilon has inadvertently outed himself because of what he did.

De Lima's composure–sorry, compozzzure–was rattled several times. First, when Sandra Cam turned up on the seat right behind her. De Lima looked startled, then tried to carry on with questioning Bato, but her questions got really nonsensical, like: "Are your Operation Tokhang activities covered by search warrants?" (Kakasabi lang ni Bato just minutes before that Tokhang only involves knocking on the door and pleading with suspects to change their ways, not entering their homes)

She also asked, "Kapag kusa na sumuko at pumunta sa pulis, yan ba ay surrenderees?" To Bato's credit, he remained cool and accommodating no matter how moronic De Lima's questions got. Our housekeeper was yelling "Gaga!" a la Duterte at the laptop screen.

After a while, pinaglaruan na rin ni Bato si De Lima. De Lima: "Paano kung hindi kayo papasukin (sa bahay)?" Bato: "Uuwi kami ng luhaan."

De Lima also continued to stonewall whenever someone was about to say something juicy. For example, when Manny Pacquiao was questioning the two police officers accused of killing the live-in partner of De Lima's Witness 1 from yesterday. The accused cops said they found drugs on the live-in partner, contrary to what Witness 1 claimed yesterday (the cops were not around yesterday to give their side). De Lima butted in several times to ask if the two police officers (who have been charged with murder by the PNP) were waiving their right to have a lawyer present. The men had already said several times that yes, they were waiving their right to have a lawyer present, but De Lima kept interrupting and asking "Are you sure? Are you sure? Are you sure? Are you sure?" until Pacquiao's question trailed off without a response from Witness 1.

(By the way, Bato said during the hearing that Pacquiao lent one of his lots in Region 12 to the PNP to be used as a site for rehab and livelihood programs for drug surrenderees. See, "disente" crowd? This is why someone like Pacquiao, despite his lack of pedigree and crooked English, can be greater than someone like Bam Aquino or Mar Roxas.)

Grace Poe was rather odd today. She kept grilling Bato about the reward money for informants that Duterte talked about in the past. Almost like she was trying to get him to say something incriminating. Grace, as we know, is the protégé of Chiz Escudero, who is like a son to Roberto Ongpin, whose online gaming company Philweb has crashed since Duterte singled him out as an oligarch. Are we jumping to conclusions here? Maybe. But I really did not like the way Poe was behaving today.

Ralph Recto was a pleasant surprise, asking very sensible questions about additional equipment needed by the PNP. He treated the police with courtesy and respect, did not patronize them, and asked real, constructive questions, not questions meant for grandstanding and power-tripping. Recto today conducted himself like a representative of the people, not a representative of the yellow party. Bravo.

Ping Lacson, as always, was credible and sensible, tough but fair. He brought up the wiretapping law to aid intelligence gathering for Duterte's anti-drugs campaign. This was another awkward moment for De Lima, since Duterte has mentioned he has heard a recording that can implicate De Lima's driver.

Towards the end, Dick Gordon said the things that the public was waiting for one of the senators to say. He reminded everyone in the room that the problem with drugs and killings has been going on for many years and previous administrations did not do anything about it. He asked the CHR head Chito Gascon, a dyed-in-the-wool yellow, "Why haven't I heard anything from you about the people killed by riding-in-tandem etc, which has been going on for years? . . . The silence is deafening . . ." Gordon went on to talk about the Bilibid drug lords lording it at the national penitentiary, and Bato and Lacson jumped in, asking why the previous administration did not deploy the SAF to clean up Bilibid during its time, basically exposing the incompetence that created the enormous mess the PNP now has to clean up, until De Lima finally cut them off to wrap up the hearing, voice and jowls shaking.

So ended the two-day hearing, and if De Lima's plan was to stage all this to make herself look good and the police look bad, her strategy totally backfired. Because in the eyes of the public, the real winners of this two-day joust are General Bato de la Rosa and the PNP. General Bato, who kept calm, cool, and centered in round after round after round of moronic and repetitive questioning, by clueless, cosseted people who know nothing about the harsh realities that he and his men face everyday, who was probably exhausted from leading the war on drugs almost 24/7 for the last 2 months, but remained consistently gracious, polite, alert, and unshakeable while being grilled by idiots and hypocrites for five hours straight–my God, all I can say is, from now on, whenever you see a PNP officer on the streets or in the malls or wherever, go up to them and say Thank You. The yellow media can go on spinning their black propaganda, but let the police know that the yellow media do not speak for the Filipino people. The real Filipino people, flesh and blood standing right before them, appreciate the sacrifices that they are making, and thank them from the bottom of our hearts.

  15. By reading this we can saw how all these self-serving senators can be related to drugs or gambling. How did we breed these kind of senators? How could the public vote for them? Clearly it was thru the false image the MEDIA created for them. People easily believed what they watch on TV and read on paper. Thank God to social media where we can present facts about what is really happening and the real character of this people.

    We feel proud of our police force. Now we take pride on what they do and we support them.

    Shame on these politicians who support the drug pushers' families!

We all know naman na the truth hurts na madami naman talagang pasaway na pulis na alam naman ng tao na hindi pa si Du30 and Bato lumang administrasyon pa andyan na yang mga pulis na pasaway. Kaya nga nililinis na ngayon UNTI UNTI na dapat yang mga yellow boys and girls na yan or even previous gov't ang gumawa. And it was a good to know na kailangan hingin ng PNP ang training para sa PNP!

Way back in 2009..my son who is a 2nd year college scholar at UP Los Banos, finally have JUSTICE from those drug addicts who stabbed him to death 7 years ago.   31. wow..I almost have the same observation about the 2 day investigation.It definitely backfired Delima. She was always saying, "I'm not the enemy here, I am just trying to help" but that really did not show during the past 2 days of inquiries and grilling. Even the Delima and CHR had an exchange of heated arguments in the later part of the investigation, to my thinking, CHR was clearly convinced of the PNP's good intention for justice and equality on these matters, but Delima looked and sounded like, she reminded the CHR or what really is their purpose and intention( with a commanding and interpretive manner). CHR said ,"kapag hindi daw agad na aksyonan ang vigilante killings ay baka mauwi daw sa pag intervene ng UN..Kabobohan.,the PNP is indeed doing it's job, nag iimbestiga sila, pagkatapos nag ffile ng kaso, ang problema ang judicial system natin dito sa Pinas, jusko,,48 years baka lumabas ang warrant of arrest man lang at 50 ang bago lumabas ang vedict. Kaya Sen.Gordon even yesterday" we never had closure about Sen. Aquino's death (Ninoy Aquino). Kayaang pulis ang napag bibintangan na walang aksyon sa patuloy na dumaraming "vigilante killings". Haaay..Pilipinas kung mahal..

Thank you so much for an impressive news, I am trying to convince my self to trust the Police man especially here in Surigao City.I was a victim of rubbed out last year, August 7 2015, Where I my self seen the rubberies inside our store, When I called the police @ arround 2;30, they arrived @ 4 in the morning, with a man wearing a short pants..and the police told me, na yong dala niyang tao ang ituturo KO na lumosob sa amin....hello...what kind of protector that policeman is?

    When I reported it to CIDG , they responded immediately, but after 3-4 days the CIDG came back and told me, nahanap nabdaw nila ang kawatan, only madulas Hindi mahagilap...Kaya...tanong KO? Madulas, o kailangAn ng pampadulas? Hanggang ngayon, Yong laptop na ninakaw, anjan p siguro s kamay ng magnanakaw, dahil, they always tried to open my FB but the message is, the user name and password incorrect.. Naka tie up kasi Yong laptop KO sa Cell phone KO.....Kaya..Sorry Po kung ako man ay wala ng tiwala sa mga Pulis...Hoping to restore back my confidence to them..

  51. nice article, i have been watching the senate hearing for two days, i just had these thing in mind the critics of Pres. Duterte want to point somethings. they want the PRESIDENT AND THE POLICE OFFICERS to be the bad guy in the peoples eye... though I myself is not favor in killings that are happening rigth now because I believe that everyone should be given a chance to change for the better. But it is very unfair to scrutinize the present administration and the PNP in everything that is happening, it is unfair to put all the blame of the killing to them especially for the case of extrajudicial killing( the killings of the person whose killer was unknown and its not a police operation). At this point of time we don't really know if the leaders of these pushers and users are making a way to eliminate them because of the fact that they know a lot of things that is related to the drug trade... to the CHR yes it is their job to watch over the rigths of every people but I also don't understand why is that they only figth for the human rigths of the criminals, how about for those who died in the line of duty of the soldiers and the police men who killed by the criminals., for example in the case of the SAF 44, did they make any move ? kumulat sa video before kung paano pinatay yong mga mga SAF pero wla naman tayong narinig mula sa CHR at sa SECREATRY ng DOJ before, Isn't it to unfair? they say that they are just doing their job.. pero parang gumagawa lang nman ng kilos tong mga to para magmukha silang magaling sa mga mata ng mga tao...   64. I generally agree with your view on the senate hearings for the 2 consecutive days. However Sen. Poe inquiry on the reward system for PNP should not be discounted. PNP should be a professional vocation and not be rewarded by cash incentives for their performance, however merit and recommendation would suffice.

  73. We have to follow the example of Singapore. They have a zero-tolerance policy on drugs. They have death penalty. They are so strict when it comes to drugs that they even do random urine testing on people arriving at the airport. That's why they were able to build a disciplined society. You're right, it's impossible to eliminate all, but if the drug menace can be reduced by just 50%, that is already a big improvement compared to where we are today. Stop thinking that if you can't hit 100% then you might as well not do anything. That's a very stupid way to think.

(for its now offshore), hopefully for sure, it reduces crimes narcopolitikos DESTRUCTIVE BUSINESSES:) and users, drug syndicates/ druglords alike...with Death Penalty in place...i doubt...they will still GAMBLE THIER LIVES AND NEVER THINK TWICE...So,BE POSITIVE AND PATIENTLY SUPPORTIVE FOR REAL CHANGE...FOR WE ARE ALL REAL PEOPLE YEARNING FOR NEW PHILLIPPINES:).   77. H. L. Mencken's Working Hypothesis of the Legislative Process states: "Whenever A attempts by law to impose his moral standards on B, A is most likely a SCOUNDREL." Hmmm .... Interesting. Do we see anything of that being true in the deLima investigation of President Duterte's "War on Drugs" purportedly "in aid of legislation"?

    I wonder what legislation the Darling Senator would work on after the investigation .... Perhaps ...

    1. That the PNP MUST NOT use force when arresting identified pushers/criminals, armed or not.. 'No touch' if possible. Any use of force would be a violation of the criminal's human rights. If the use of force results in death (of the criminal), the arresting officer would be charged with murder. If it's the arresting officer who's killed, the criminal will only be charged with homicide because he was only defending himself. Also, that the police must not carry firearms. They can only use truncheons made of recycled paper/rubber/styrofoam to protect themselves.

    2. Police work will be limited to "stop, look, listen."

    3. Legalize the now illegal drugs trade and promote it as a livelihood project to eradicate poverty. Then, there will be no more unemployed people, no more poor, no more beggars, squatters. No more shanties, only palatial homes for everyone. Per capita income in the country would be the highest in the world.

    Isn't that wonderful?
