Iconic Filipino film maker Peque Gallaga on the Typhoon #YolandaPH tragedy


Not since Marcos have we as a people been so polarized. As far as our hearts and minds are concerned it's like we're in the edge of a civil war. We are forced to take a hard look at ourselves and what we value.

Because of this, we are fighting friends in coffee houses, on the telephone, and on Facebook. We are a people whose lives have been upended. We don't know what to do to get things done right and right away. We lash out. We insult our leaders trying to get them to do a lot more than to pose for photo ops – of giving out relief goods on a one-by-one basis. We cry desperately for demonstrable government response – we get almost next to nothing. It is increasingly apparent that local media goes hand in hand with self-servicing MalacaƱang press releases which are more concerned with their showbiz image than confronting, accepting and dealing with the problem. What our leaders tell us is contradicted by the reports from international commentators who are understandably more objective and growing less dispassionate as they witness the horrors around them. What our leaders tell us is also contradicted by the victims in these areas who are slowly able to give us the true picture of the realities of the situation. And the reality is that people are starving. The dead still lie on the streets even five days after the event. There are anguished souls scavenging for whatever they can to survive, as well as professional looters ambushing the helpless and relief caravans. It's a war zone out there.

This disaster has affected, not only the islands in the path of Yolanda, but all of us as a nation. We have all been judged and found wanting. But more worrisome, is that we take a long hard look at our leaders and we judge and we find them wanting. It is worrisome because we have chosen them and are paying them to serve the needs of our nation and it seems that they can't deliver. I don't think that anybody, even the most criminal politician, can be that hard-hearted and close his eyes to this calamity so I can only surmise that they don't know what to do. That they are impotent and incompetent. I am 70 years old and I don't know what to do, but then again, I didn't run for office promising the voters that I would take care of national concerns.

I am a private citizen and like most of my fellow citizens, have given of what I have to the relief effort. I have given to the point of hurting. I am 70 years old and have been stupid a lot of times for seven decades. I want to think that I can be a little less stupid now. This time, I want to make sure that my hard-earned money will reach its intended goal. I am sick and tired of throwing away my money; of making our politicians wealthy because of my unconcern and my inattention. I am sick and tired of my stupidity.

So I very much care now where all this help is going. I read Marvin Xanth Geronimo who was there when Yolanda struck: that TV personalities and politicians like Mar Roxas and Ted Failon going to Tacloban for the photo op. They never helped; endless tracking video shots of flattened towns with people walking clutching a plastic bottle of water with no government presence whatsoever; Korina Sanchez calling Anderson Cooper "misinformed". Cooper was in Tacloban. Korina was not; the US landing 5 planes full of goods and not allowing any politicians to touch any of it. How much more do we need for us to realize that the enemy was not Yolanda? Yolanda was just a force of nature. The enemy is our leaders. And the leader of our leaders is the President.

So what now? There's nothing I can actually do. I can only rage, rage against the dying of common decency. I can only rage against this man who claimed in a Christian Amanpour interview that he couldn't get to the disaster areas because the weather after the storm left didn't permit him to fly. This is 24 hours after the sun was shining all over the Philippines by then. I can only rage against a man who made light of the tragedy, refusing to identify it as a major disaster; who made light of a victim of looting who was shot at by telling him, "But you did not die, right?" I rage against a man who continually blames the LGU's on the ground for their incompetence and their inefficiency because it is beginning to dawn on me that these Visayan LGU's happen to be Romualdez people and this man is playing politics with people's lives.

This is a crime. What this man does is unconscionable. I can only state it here. I can do nothing about it for now. I will wait for whatever movement develops after this fiasco and I will join it. But for now, what I can do is to declare that I am deeply offended by the people who try to stop me and others from stating the obvious. All those people who charge us for criticizing, for being negative, for Aquino bashing – I am done with these people. In a very Yellow Army way, they try to hide behind an illogical argument that we cannot help if we criticize. I don't know how good these friends are at multi-tasking, but one does not cancel out the other. We can help and we can criticize. And at this point I am convinced that we do help when we criticize; if at one point we can, as Hamlet says, "catch the conscience of the king". But I know that this is futile. This man is no king. He is not even a real representative. What can you expect from someone who never worked an honest day in his life. What could he possibly relate to?
So my friends who accuse me of Aquino bashing: I want you to know that I'm done with your line of thinking. Either you defend this man or you defend the people that this man is ignoring. Don't believe that the people are his "boss". This was a piece of advertising sound byte created by showbiz experts to get the unthinking masses out there to swallow this uniquely unqualified man. This man who is totally unprepared for the most difficult job in the country. So my friends, as far as I'm concerned, you choose him or you choose the people. But if you instruct me again to stop bashing this man I am unfriending you. I will unfriend you in Facebook, on Twitter, on Instagram, and out in our leaderless streets.

Sabi nga eh the government help are spread thinly across all affected islands. masyadong malaki ang pinsala kaya akala mo eh ini-ignore. ang totoong iniignore ng pangulo ay ang mga tulad mo. so i'd rather defend the president kaysa katulad mo na panira ng araw at pag-asa.

    7. The entire point of a "relief operation" is to get to all the remaining people at the soonest time possible because time is of the element. Yung iba na buhay pa baka namatay na lg kasi walang tubig/pagkain o kaya natabunan at hindi kaagad ma-rescue. What is frustrating is that while the devastation is so huge, ang bagal pa magkilos. Ang isang piloto ng chopper by his own initiative na lg, naglaglag ng pagkain sa hindi maabot na lugar, kung nagawa nya, ba't ba hindi naisip yan earlier? E di ba ang national govt ang may hawak ng malaking resources ng Pinas? At sino ba ang una'ng nagsabi na hindi prepared ang LGU? Talaga namang tutugisin mo ang mga yan kasi sila naman ang may resources e, bakit ba nauna pa mag isip ang isang piloto lg na hindi na mag hintay sa instruction na tumulong kesa dun sa mga "expert" na may kakayahan mag upa ng barko, eroplano, chopper at kung ano2 pa.

    Why is ther no mention about the Mayor of the town. Isn't he supposed to be the first responder? All he did was go on CNN and talk about his tragedy, his loss. He could have gone on CNN and talked about the needs of the people.

    Mr. Gallaga at this time I think you should concentrate your efforts in trying to unite the country, no look for who is to blame.

    1. Tanga. Hindi ka nagbabasa ng dyaryo no? At sigurado ako wala kang TV at radyo. The mayor and his family were trapped in their home fighting for their lives. They had to be rescued and their is ample video evidence to prove that. he was able to cram as many people as possible in the shelters. How could they respond immediately when they were victims of the typhoon? Even the councilors had no food to eat for days and were forced to forage for food among the dead and in the garbage. Anyone with a modicum of common sense should wonder why military presence was not bolstered immediately in the typhoon area within the first 30 hours. It's not their fault. The national government promised to aid them ASAP and they took too long.

    1. I see the conflicts that are pasted all over this pages.I only have one question will it help to save the victims .The reality is that people are suffering and no amount of anger and rage and arguments will comfort them.

      What puzzles me is that everytime I hear "govt" articulating it's actions there is always a long list of reasons of why this or that can or not be done.I understand the enormity of the situation,but I think it is about time someone takes responsibility and resolve the problems. The time to blame is not now and maybe later when we save lives and rebuild communities we can look back and learn from mistakes that hopefully govt will realize that more could have been done.

      I lost a friend in Tacloban and I feel guilty that I failed to explain to him what a "storm surge" is all about.I guess I took for granted that everyone knew what it meant.I grew up in a country where storm surges was a normal event during hurricanes and we all knew how to prepare.We moved out of our coastline homes. It is obvious that more than the howling winds the "surge" killed the most. People were swept away like garbage and were tossed around bulldozed by debri and drowned by walls of water. I guess they didn't realize that the wind was only one part of the equation .Oh ! how I wish I told my friend what a storm surge was and maybe he would still be alive today.Oh! how I wish people where told that " the pacific ocean" was going to overwhelm them. Maybe it they were made to realize that a "storm surge" was like a tsunami then they would probably understand the gravity of the situation.

      So people let's stop rage and anger and cease sounding like a group of humans huddled around a table having coffee or drinks arguing about what or how the gov't screwed up.

And for the people of Tacloban and other devastated areas, I hope and pray the relief is there already as I am writing this message. My town, Baybay is also affected. Thank God there is no casualties, but food supply is dangerously low. The Philippine government suck, and it has been like that for a long time. It is time for the Philippine people to realize this.

      Anyway, it looks like you didn't read because I wasn't ranting. In fact, I was bitchslapping Mr. Gallaga. If he has a problem with that and he wants to talk to me personally then that can be arranged. But nobody here actually needs to know who I am because I don't give a flying panda who these other people are.

      Also, never mind the incompetence of the Philippine government but just like I said earlier, which you clearly did not read, there are other people out there who are not Filipinos. The US Government, the same country you are in right now, is also there trying to help. They suck too I guess because despite their best effort, nothing's being done. Right? Food is dangerously low despite the best effort of the DSWD, thousands of Pinoy volunteers, the Marines, the Navy and the Airforce. They suck too right? Too slow?

    3. Let's put it this way, why even for a photo - op do we have a picture of Pres Aquino in Tacloban or any of the typhoon stricken areas. Even for the press. We are on what day 6-7 days out. Even Anderson Cooper made it there.
      Why did it take 3-4 days to declare it as State of National Calamity when we knew that a historic supertyphoon was coming.
      This are not difficult to do and would have save lives. Is he hiding under sheets.

    4. First, I'm the contrabida. Marty/Korina/Penoy. Just to be clear. :)

      That being said, aside from a photo-op, what else can PNoy do in Tacloban that he cannot do in his office, or heck, even in his bathroom. Remember, the President is in charge of the whole Philippines, including the areas that were not affected by the Typhoon. Can he assess the damage himself? Maybe, but why him? Are there no people who can do that for him so he can do something else more useful, like maybe call up the leaders of other countries to ask for help? I mean, really, do you guys think that help came on its own because of what people saw on TV? Do you guys think that a country will approve millions of their money just because they saw something they were sorry for. People of the Philippines. There is what you call protocol and that protocol is, the President needs to ask so the other leaders can instruct their budget departments to release the fund. Also, if you really look at it, Binay was suppose to be the one to be the first to respond because he is in charge of DSWD. Why is nobody blaming the guy?

      Secondly, sure, the declaration of the state of national calamity came in late. That was a blunder that I would have to give to these anti-PNoys. But a simple Google search will reveal that it was hardly necessary. Help came pouring in on day one. People started mobilizing. The declaration is meaningless.       Lastly, which is the point which I have been trying to make since my first post. This is a GLOBAL EFFORT already. People from all over the world are here helping us but despite that, it just isnt enough. 6 days and people are still hungry. Is it the fault of PNoy's incompetence? Hardly.. because regardless of what he has done or has not done, the relief operations will continue. We do not need a competent president to tell us to volunteer and donate do we? We do not need a competent President to command the US, UK, Japan, Taiwan, Brazil team because they know more than what anyone here knows about rescue.

      Ultimately, the incompetence of the Philippine Government is a non-issue here. They are not the star here, everyone is. Yes, 6 days people are still hungry but it has been said over and over that it is Yolanda's fault and not the Government. All these banter, these are meaningless. Worse, it is great disrespect for everyone who is out there helping because you cannot blame one without blaming the whole force of the people working to get the food out there.

And... if you watched Mar Roxas' interview with CNN's Andrew Stevens it is downright obvious that they were not prepared at all and it was all talk and no preparing in advance. Sorry, the incompetence of the Philippine government is a major issue considering the number of bagyo's the Philippines experiences year to year. People have died waiting for aid and you think it is a non - issue?!

  32. Hi Peque, you don't remember me but I remember you. You were my teacher in Arts and humanities at La Salle. I hope you are well. The typhoon bared to the entire world the Filipino culture, mentality and government. If this is not a wake-up call, I do not know what is. Not just now but for a long time, Filipinos have always been a polarized nation. There were the Indios vs the mestizos and Illustrados during Spanish times. There were the patriots vs the Collaborators during the Japanese occupation. There were those who supported the Liberal Party (Aquino/Diokno/Salonga etal) vs Marco's Naciolasta Party. Later, There were the Marcos cronies vs the regular people during the Martial Law. The People's Revolution vs the Marcos regime brought everyone together. Here in America, Americans of Filipino descent are united with the same worry. We worry that the aid and money we send or give to charity may not reache the victims but rather line the pockets of thieving politicians. We still give anyway. I hope this tragedy will awaken every Filipino who survives and look deep within themselves. We have used up our Jesus and God excuse. It is time we build a stronger nation and elect officials who are truly and genuinely concerned for the welfare of the people. In a country beset by natural disasters, how come the disaster plan was not mobilized after the typhoon? Oh, maybe there is no plan. It was the president himself who boldly claimed that no typhoon can bend the Filipino spirit and it was a Filipino whose comment went viral on the social media sites who said "Filipinos are "privileged" to have this typhoon for God has chosen them. What rubbish. Enough of the fatalistic attitude. God cannot build roads, bridges and shelters. Enough of the reticent attitude. Many Filipinos are intelligent, caring, hardworking and generous people but they are outnumbered by those demagogued into poverty by pig-hearted politicians.

FYI: it's the President's duty to help these victims because first of all this is a National Tragedy because of the number of people affected there..You don't know what you're talking "the arrogant anonymous"... were you in Tacloban to witness the people who haven't eaten and received some help from the government.?. I was there and my family and friends were affected by that monstrous storm and I will have the gut to say that we didn't feel the presence of help from our LAME AND BALD PRESIDENT..i STRONGLY AGREE WITH MR.ANDERSON COOPER'S OBSERVATION AND COMMENTS IN HIS REPORT because I myself was a witness to that..The President said that his governance was ready of the Typhoon Yolanda,but was he really telling us the truth or a mere arrogance or cowardice of his inefficienT and ineffective Presidency..HE DOESN'T HAVE A strong will to help these victims who are merely asking for food ,shelter and water.. I am so disappointed of the LOCAL JOURNALISTS OR REPORTERS who weren't honest and brave to say to the Filipino People what they saw and witnessed in Tacloban..They were so very careful of what to report to the people, unlike those international reporters who were concerned and brave to question the inefficiency of the Philippine Government..It only shows how coward and afraid there local reporters are..Shame on you guys who are just so coward and not able to report objectively.. I am really disappointed with our President especially MAR ROXAS who is merely concerned to be on photo op because of his AMBITION TO BECOME THE NEXT PRESIDENT..
