Guingona statement dooms Ph to future of pork barrel thievery #scrappork #porkbarrel


WE'RE DOOMED!

Phil. Daily Inquirer's report entitled "Senate to Expand Probe of Pork Scam" by Norman Bordadora with a report from Gil C. Cabacungan quoted Sen. TG Guingona, Chair of the Senate Blue Ribbon Committee, as having said "WE HAVE YET TO ESTABLISH THAT THE MONEY CAME BACK TO SENATORS, we have only established that the money went to fake NGOs."

If this report is accurate, then Chairman Guingona,  a lawyer whose tag line during his senatorial campaign was "Galit sa buwaya", practically cleared the names of all the erring legislators who caused all the misuse and misappropriation of the people's money.  Guingona has come out and announced that thieves, in order to be found guilty, must be caught with the loot in their hands.  This statement is not merely stupidity at the highest order but should come down as the all-time worst act of treachery ever committed by a public official.

Guingona virtually encourages all government officials to be careless with public funds, and that all the money entrusted to them could be stolen, misused or misappropriated for as long as no proof can be shown that the money lost by the government came back to the official tasked to handle and manage such money.  Guingona  with this statement, would find nothing wrong in case a government official pays P1Million for a pencil worth P3.00 in case it cannot be proven that the money lost by government did not come back to the unscrupulous official.

End of the story. Poor Philippines.

  1. The Philippine voters should boycott elections. Do not vote for any of the now elected officials. This only mean that they are negligent government officials who do not care about their country and its' citizens.

  3. Let us remember, innocent till proven guilty. I believe TG has a point here. We should not jump on the band wagon on mere "eto yung chismis eh." or "according sa statements ng witness (outside of court)"

    And how did ...     Responsible and critical thinking is needed in these times of litigation.

    Let us not rush due process. These will be the trying time of the Philippines. Let us pray and monitor this #porkbarrel case with vigilance and impartiality.

    2. I think you did not understand Sen. Guingona's message. What is the relevance of establishing that the money which the government lost because of the mishandling and mismanagement of their (senators) pork fund actually came back into the hands of the senators? Senator Guingona's theory is directly contrary to the constitutional mandate on Public Accountability. All those responsible for the wasted public funds are accountable to the people, and it doesn't matter where the money actually went or who got how much.

    3. Would you rather that the Senators are guilty of mishandling / mismanagement of funds OR guilty of willful plunder of taxpayers money, because these two things can play out differently.

      If you're just after them for mishandling of funds ang dali lusutan yun. They'll say sorry, I didn't know how to handle the fund properly, I'll take classes in the future so tuloy na natin yung pork barrel. All the other congressmen and senators will say, eh yung tatlong yun hindi marunong kami marunong. Tuloy ang ligaya.

      If we prove there was willful plunder, as in kinuha nila yung pera, then these a$$holes will be put in jail. The pork barrel will be abolished because the system shows that it's flawed and open to plunder and for once we'll have senators and congressmen doing their jobs of writing laws instead of trying to find a way of lining their pockets with pork.

      I for one would rather prove the latter para walang kaduda duda. Let's stop speculating on every little bit of news that comes out and wait until the results are out.

  4. Let's give him the benefit of the doubt. I know we've all been burnt by corruption and party affiliation and everything else but he's been doing a good point and everything he's done so far has been up good.

    He hasn't derailed the investigation, he's asking all the difficult questions, he tied the Senators to the fake NGOs and even got the witnesses to say that the senators wrote letters releasing the funds to specific (fake) NGOs.

    Of course he now needs to prove that Senators ended up with money. I've watched enough Law and Order to know that. The good thing is, the upcoming witnesses should be able to prove that. So let's cut back on the whining and have a little faith.

    If at the end of the investigation they still find the senators not guilty despite all the evidence then I'll see you on the streets storming the senate.

    Until then lets give the system a chance because I for one don't want another regime change where nothing happens.

  5. If you can't say anything good at this point in time, just shut the f&kc up. Citizens pay the f**kcing all you to look after the needs of the country using NOT YOUR MONEY but taxpayers money. How could you all be so negligent in doing your jobs! It is probably time for people to fire all you and hire people from overseas to take care of what the country needs..

  6. pointless Filipinos are gay, they don't do anything about the situation, they just nod and talk behind the back like a coward. Philippines is going to be a no mans land 20 years from now because of the inflation.
    The political robbers are better they have the guts to steal your money and get away with it. They don't want to impose proper education so that more ignorant masses will vote and can be bought. Philippine doomsday.
